Move a graphic that has gray sizing boxes?

I have a graphic that I am unable to move around. In place of the normal
white sizing boxes of an active graphic it has gray boxes (never seen these
before). I've tried all the normal means of changing its Format Picture &
Layout and selecting In Front of Text, but it still can't be dragged to a new
location. If I try to cut the graphic and place it somewhere else it locks up
Word and I need to use the Task Manager to stop word.

Any suggestions?

I've never seen anything of the sort before, either. Which version of Word are
we discussing? How was the graphic inserted into the document? What was the
original graphic format?
