Move Layer using Code

I have a layer on my page that I want to automatically move when a user
scrolls down on the page. Basically, I want the layer to always be visible
regardless of how far down the user scrolls the page.

Any code samples will be much appreciated.

It's hinky code. It adds quite a bit of js. It renders differently in
different browsers - smooth as melted buttah on some and herky jerky on
others.

Personally, I would eschew this effect. Why do you need it?

We have a photo gallery that I want to display the picture in the layer and
then I want that layer to scroll when the users scrolls the page.

I emailed a programming buddy of mine and he hooked me up with some code.
Yeah, it has a lot of js on the back end but it works pretty well for what I
needed.
