Moving emails from Outlook

Outlook 2002 on Exchange 2000 Server

Is there a way to move entire subfolders under inbox to a network drive
so they get backed up?

I need to implement limitations on mailboxes because people are letting
their mailboxes get too large. The Problem is that most people create
subfolders to save their mail in because they need to keep it, and
don't want it in their inbox. I'd like to be able to move those
folders instead of one message at a time to their personal network
folders.
