Moving Emails to Network Location without using PST

The company I work for is inforcing a 90 day email policy. They are
suggesting that we move our work related emails to a Network folder. They
are telling us that they will disable the export/import to PST function
within Outlook 2003. We have some users that have hundreds to thousands of
emails they don't want to lose. Is there a way/tool within Outlook that will
allow us to move them without having to do it manually? If we save them as
HTML or MSG format, will they still be searchable? If I highlight and copy,
the date(s) show today (date file created) as opposed to the date the email
was sent....is there anything I can do about that?

Apparently they want you to delete it no matter how badly you want to keep
it because otherwise the mail policy doesn't make any sense; you'd be
shifting the problem (actually increase the problem by far!) to a network
location.

Anyway, this archiving is pretty cool and can run from Read Only locations
as well which is great for archiving of course;
