moving layout or ruler guides above everything? in Publisher 2003

Is there any way to move either the layout guides or ruler guides to the very
top of all items on the page?

When I import an image (JPG photo) to use as my background and make it as
big as the whole page, it covers all the guides and I can not see the layout
guides or any of the ruler guides I drag out.

Even if I use 'Order' and 'Send to Back' it does not move the photo behind
the guides.

Is there a solution to this? Since my photo covers the whole page, the
guides do not even peek out at the edges of the layout.

==================================
If the images are too large when you
insert them...try the following method
of importing a picture...

Use the...'Picture Frame' button on your
"Objects" toolbar...it's on the left of your
screen. (The button looks like a mountain
with the sun over it)

Try these steps...
Picture Frame button / Picture From File...
This will turn your cursor into a crosshair +

Now...left click/drag a box on your project...
(any size)

The "Insert Picture" screen will open...choose
a picture and it will be inserted in the box.

No, images will cover the guides. You can draw a line(s) where the guides are,
this would be best done on the Master Page with the background so you won't
accidently move the lines or they won't be in the way of other objects. Don't
forget to delete the lines before you print.

OK thanks. That is what I suspected.

Strange that it would not give you that option though. Seems like a bit
omission on the designer's part. What's the point of guides if you can't see
them?

you can go to >view > baseline guide. that gives you horizontal lines across
the whole page.
