Moving Messages to Public Folders

I've tried creating a rule to move messages into a Public
Folder, everytime I do it the rule is changed it a 'client-
rule' which means it will only run when the client is
open. Is it possible to create a server-based rule which
will move incoming messages into a Public Folder?

Get the folder's email address and replace the Move action with an action to
Forward the message to that address.
