Moving tasks

On the Gantt chart, is there a way to move rows without having to Cut and
Paste them?

Use the row selector (where the task number is) to select the row. when your
arrow changes to the four-sided arrow, drag the task where you want it in the
project. BE AWARE: this may affect your predecessors.

That is what I was looking for.

Does the predecessors change automatically?

If "Autolink inserted or moved tasks" in the Tools Options Calculation menu
is turned on they will but it is a very very bad idea to let that happen.
Predecessor links don't model time relationships, they cause them. And
links are driven by the nature of the task and not their order in the Gantt
Chart task table. Allowing links to be broken and reformed simply because
you have changed the order the tasks are listed in the table just makes no
sense at all.
