"MS Access Can't Open The Mail Session"

I am getting this error when attempting to send reports (or any object) via
Send To... from the File menu.

Win 2k server, Win TS, Citrix MF 1.8, Access 2000

Server is configured thus: root = S:, contains OS and program files.
Second partition = T:, contains user directories, each with copy of FE
(Access 2000). Directory with BE databases (Access 2000) also reside on
this partition. Everything in Access application works fine, but I cannot
figure out why it won't launch Outlook Express. From the desk top (client
session) a document created in Wordpad (or other) can be sent directly from
within that application; tho problem seems to be limited to Access 2000. I
am thinking Access can't find the mapi application where it expects to (even
though msaccess.exe resides on the S: drive along with the mail client)
becuase all the databases themselves are located on T:. I could be
completely off on this, but that's what come's to mind. The Send To..
feature works fine from my desktop while developing the app, it's only after
it is installed on the server that the problem occurs.
