MS Office 2K Dev. tools won't install

When installing Office 2K Developer edition on a Windows
2000 PC the cd with the developer tools gives the message
that Visual Basic for Applications 6.0 first need to be
installed. The suggestion is to install Office 2000 (which
includes VBA 6.0) first. However Office 2000 is already
fully installed. How do I install/repair VBA 6.0 so the
developer's tools will install ? The repair-option of
Office 2000 doesn't give the result I need.
