You could run setup from the install CD and "unselect it"

Shouting will not remove Picture Manager. However, if you go to Control
Panel, Add/Remove Programs, select Microsoft Office 2003, click on Change,
select Add/Remove from the next page and on the next page check the
customize box. Then you will get a list where you can find Picture Manager
under Office Tools. Then just make it not available.
