MS Photo Editor error message when trying to open pictures

Dear All,

on my computer (win XP Professional) I have two accounts, the first is mine
and I can do *everything* (install, uninstall every kind of software), but I
do not use it for checking e-mails.
The second one, with restricted policies, it is only used for checking the
mailboxes and surfing the web.

Now, when I try to open a picture in the second account an error message
appears as follow:

Impossible to find information related the file format in the configuration
register! OK

Format file unknown! OK

Can anyone suggest me a solution?

If you are only using this account for the Web, then it could be your Internet temp
folder is full, in IE, tools, Internet Options, delete files.

doesn't work yet.

Can't suggest a solution (yet) but I have exactly the same problem.
I've a feeling it may be some kind of registry permissions problem, but
I haven't got to the bottom of it yet. If I do I'll post again.

I looked at the MS knowledge base and found an article on the subject

The suggested workaround is to run with different credentials, although
the description in the article looks as if it was written for a
different version of windows and not XP. Under XP you have to
right-click on the application name or shortcut and choose "Run as...".
You can then run as your admin account. The problem with this is that
you need to repeat the process every time you run Photo Editor.
