MS Project 2010 Question

Hello,

I am currently defining my company's policies and procedures for project management. Because I'm managing 15+ projects, I've decided to utilize a master project file with resource pooling for better management. Management wants to see the % work complete for all projects rolled up. I am wondering if this is even possible? Currently, I can show % complete which refers to duration. The issue that I have with this report is the execution phase is all they would like to see, while my argument is that planning is just as important.

Any thoughts/comments are appreciated.
