MS project risk/issue e-mail escalation

my MS project is not generating e-mails to the persons assingned
risks/issues. what can be the reason. also not being able to add people in
owner's list

Please repost your question to the project server newsgroup if you have
not already. This newsgroup is focused on the desktop version of MS
