MS Project templates

Bob,

Project Server knows how to handle to whole process,
nearly the same as templates in Excel.

It sounds like you may have created your templates outside
of the Project Server environment. Connect to Project
Server and open one of your files/templates. Now go to
File / Save as. In the dialog box change the type from
project to template and save with the name of your choice.

Now when anyone goes to File / Open the task pane will
open. Under "New from template" pick "General Templates".
When the Templates dialog box opens, click the "Enterprise
Templates" tab and all of your templates will be right
there.

Hope this helps, Jim
