You could do this in Excel....

Here's how I would go about it:

1) Create a custom field w/ a drop down value: A, B, C, D or whatever rate
tables you wish to use
2) Select the field w/ the cost in MS Project, easiest would be the Project
Summary Row. Copy it
3) Paste it into Excel [Cell 1] using the Paste Special command. Paste a
link. Now whenever the data changes in Project, it will update in Excel
4) Do the same w/ the new custom field, copy that into Excel [Cell 2]
5) in Excel, in the next cell [Cell 3], do a formula which would apply a
conversion rate to Cell 1 based on the data in Cell 2

There's also a Euro currency converter add-in, but I haven't played w/ it.

In a pure server environment, if you're running MOSS, you might be able to
get something like that to work w/ Excel Web Services, but I haven't played
with that enough to judge. Custom SRS reports would also work, I would imagine.
