Multiple copies sent of large emails - O/2003 - SERIOUS!

I have 2 client companies who have this serious problem.
They both use Outlook 2003 with POP3. When they send
emails with large attachments, i.e. 3-5+ MB, the
recipient often receives from 10 to 20 copies of the same
email.

This has caused 2 receiving corporations to shut down
their mail systems due to fears that they were under
attack.
