How do I set up outlook, without setting up a seperate
network login, for two people to use the same Outlook and
each person has there own email address and there own .pst
file with all the inbox, sent, deleted, drafts, outbox
being appropriately and automatically segregrated?

In control panel, click the Mail icon. Create a separate profile for each
user. When Outlook is started, the user will be prompted for which profile
to use.

Note that the ability to do that depends on your version of Outlook, and
if 98 or 2000, which mode you have it installed in (only
Corporate/Workgroup mode supports multiple profiles).
