Multiple Recipients on status report on PWA

Hello, i am new to this discussion group and also new to MS Project Web
Access. i have question regarding on sending a status report to multiple
recipients. I first select the user for "TO:" then "CC:" ( i use CTRL key to
add multiple users). then create a sample entry. however when i ask the users
that i "CC" the did not receive any email from project server but the "TO"
User received it. Anyone out there could help me in this. Thanks in advance
