My form ignorance

I have created a form for work complete with drop down boxes. When I protect the document and try it out all of the text below repositions itself based on length of drop down choice. Please help I am drowning in paperwork.

The usual approach is to put the form fields in (borderless) tables with
cells set to an exact height and preferred width (turn off auto resizing).
