my public folders are suddenly locked - what can I do?

Today my Outlook stopped allowing rules to function - stating I do not have
permission to make changes in my personal (public) folders. It is like it
thinks I am using Microsoft Exchance - I guess. I also cannot delete any
messages sent to my junk folder. I am using Microsoft Office Professional
2003 (Outlook came with Business Contacts Manager). I get a message saying I
need to change permissions but when I right click to do that - no options are
available to make any changes.

What's the actual text of the message you're getting, and how are you
getting the message? Does it just pop up randomly, or only when you go to
Tools - Rules and Alerts?

error in the rule. When I try to move the message myself to the folder where
it goes this is the message I get "Can't copy the items. You don't have
permission to create an entry in this folder. Right-click the folder, and
then click Properties to check your permissions for the folder. See the
folder owner or your administrator to change your permissions."

I am using Outlook with Pop3/SMTP and not Outlook Exchange Server - when I
right click and open I cannot make any changes - they are not available.

Is it every folder (outside of the default folders) that you can not drag
and drop into, or just this single folder? Is this folder in a seperate
PST, or do you only have the single PST?

it is every folder except default folders. All of my folders are sub-folders
to the Inbox folder. All rules - everything was working fine and then I
turned on my computer yeasterday and it was all different. I have booted. I
have done fix and repair - I am at a loss as to what to do next.

Ok, generically speaking, I would shut down outlook, make a copy of my PST
file for safe keeping and then run scanpst on the original.

More in depth instructions, if you need them:
1) Exit outlook.
2) Search for *.pst, making sure to search hidden and system files and
folders.
3) If you have multiple PSTs and are unsure which one is your primary PST,
go to Control Panel - Mail and look at the properties for you profile. Copy
your PST and put the copy somewhere safe.
4) Follow http://support.microsoft.com/kb/287497 to run scanpst against
your PST.
5) Fire up outlook and see if you can copy to those folders now.

I have had the EXACT same issue crop up over the last week - I'm guessing
after SP3. running scanpst did not help. Rebooting solved the permission
problem temporarily, after redoing all the rules to the correct folders, it
is again working, I'm betting at some point it will fail again. I have XP
Home, no Exchange. I did notice that "Automatically generate Exchange views"
was unchecked, I seem to remember those being checked before, so I checked
them.

Also, column views seemed to have reset, had to fix those too.
