My toolbar for junk e-mail senders is gone from Outlook?

All of the sudden my junk e-mail toolbar is gone from Outlook and junk e-mail
is coming in? I re-set my junk e-mail level to only those in my contacts
list to no avail. I then did a "repair" using my Office Professional 2007
disc and still no good. What's up and how to I fix?
