Michele,

I guess when you say phase hours you mean summary task hours. It is a roll
up of all sub task hours and may be present as a result of a subtask
containing decimals.

Michele,
I assume you are talking about duration hours, not work hours. I also
assume you are talking about the Duration field for summary lines since
you mention phases.

The duration of a summary line is from the start of the earliest task to
the finish of the latest task under that summary. If there are any
delays in task linkages, partial days for one or more tasks, resources
that have a different work calendar than the project calendar, or
non-standard shift times for one or more working days, then it is very
likely the summary line duration will have a non-integer value.

I suggest you check each of the above and you might also want to go to
Tools/Options/View tab and include the time in the date format. That
will help show tasks that do not start or finish in whole days.
