Mysterious Repeated Foreground objects

While designing a website, a few objects that were added to the foreground
appear on each page and when I delete them on the other pages, it is also
deleted from the page I intended it to be on. The object seems to be on both
the foreground and the background because it appears on both, but when I
select "Ignore Background" it is still there. Please help!!!
