I have a customer that when he types in a name that he knows is in his
contacts it DOES NOT appear. Other names appear that are cached that are not
in his address book and he has to manually look the name up that he wants to
make sure he is sending to the right person.

I had this problem along time ago and cannot remember the fix. Can you help

What version is he running?

There are two issues to check here:

1. Autocompletion of names (2002 and 2003) is only a register on recently
used names. There are many posts about this (most from Russ Valentine)

2. Is the Contacts folder configured as an Outlook address book? Once again
there are many posts already on this too. How you do it is version
dependant.
