navigation bar text is blank

Hello,

Occassionally, when I publish changes to my site using
FrontPage 2002, the text on some of the navigation bars
and the banner is blank. The images show up with the
mouseovers working correctly, but the text that shows up
in FrontPage is gone on some of the bars.
