Nesting Distribution Lists

In Outlook 2003 we have many DL's created. We want to send a weekly email to
many of these DL's so have nested them in one DL titled Key Communicators.
For some reason when we use Key Communicators in the BCC field, the
recipients never receive the email. If we separate each DL out on the BCC
line, then it works fine. Is there something wrong with using groups within a
group? Or is there a better way to do this?
