New Exchange 2003 server - imported Contacts from Outlook

Imported Contacts from a Desktop based Outlook don't show up when I open new
message and click the To button even when I drop down the selection list.
Where should Contacts be imported to?

Imported how?
They should be imported to a Contacts Folder that has been enabled as an
email address book in its properties.
Normally, Outlook data does not have to be imported. Outlook files can
simply be opened to access their contents. Importing loses data, or corrupts
it if done incorrectly.

the desktop Contacts for addressing in email?

Assuming you have moved the Contacts to the Contacts Folder on the Exchange
mailbox, just enable that Contacts folder as an email address book in its
properties.
