New Folder option grayed out

We are running Outlook 2002 SP2 with Exchange on XP
Profesional desktops.

We also have Hummingbird Document Management integrated
with Outlook.

We have some users that can create new folders in Outlook
by right clicking on the Inbox and some have this feature
grayed out, but can use File\Folder\New Folder. We also
have some users that can right click some time and other
times all options to create floders are grayed out.

Does anyone have a suggestion on how to fix this? Much
thanks in advance.
