New message window has yellow box in Outlook Web Access

One user has a yellow rectangle (looks like a post-it note) in upper left
portion of message field when composing a message. Clicking near it shows the
message "Click to activate and use the control". What is this and how do we
get rid of it? Thanks for your help.

Ask in an Exchange newsgroup as OWA is part of Exchange not Outlook.

The window is an ActiveX control and you have Internet Explorer (or whatever
browser yuo use) set to not automatically run ActiveX controls. You must
click them first before they'll be active. What that control does, however,
is something I can't say, since I've never seen it when using OWA.
