Most likely that is because you entered the Start date for that task
directly (wild guess). When a user manually enters Start or Finish dates
for a task (new or existing), a constraint is set. For a manually
entered Start date that constraint is "start-no-earlier-than" and it
will keep the task from moving to the Project start date, regardless of
when the summary line for that subtask currently starts (it will move
when the subtask does).
When entering new tasks, do NOT enter dates unless you specifically want
the task to start on a particular date. All new tasks will start on the
Project Start Date (assuming calculation is set for automatic - the
default). Task scheduling is why you use Project - the application will
set the dates based on Duration and links.
