I would suggest creating a Fixed Unit task with Effort
Driven flag set "on" for a Duration of 5 days. When you
assign a Resource to that task at 100%, it will compute
40 hours of Work (400 boards divided by 10 boards per
hour). Now, when you add another resource (assuming you
have another saw to use), it will split the effort and
give you two Resources at 20 hours of Work, recomputing
the Duration to 2.5 days.
Is that what you want to do?

resource that has a fixed unit/hr rate with Project?
