no mail account in outlook 2007

Still cannot send/recieve mail in 2007
have changed profile in control panel several times.
In tools/ send recieve the all accounts is highlighted and just below
that
greyed out it says no mail accounts.

I have tried importing from out look express and that works.
Sending the test email works.
the rss feeds works

I do get a message when i start outlook that it wants to do an add-in
and when i click yes I get a windows installer error 1635.

I have redone the plus for xp several times.

I cannot see that anyone else is having this problem
