Yes but what happens if you Customise, remove the btns. Close customisation,
then recustomise and use the add feature to drill down to the relevent
App.exe eg excell.exe ?
Or even if you create a desktop shortcut to an office app, then drag it to a
bare office shortcut bar?

If a new shortcut works on the desktop, then doesnt work when dragged to the
shortcut bar I can think of nothing else.
I assume you have tried uninstalling the shortcut bar (not delete, modify
installation) then rebooting and reinstalling this feature.
