Non-english keyboard layout changes to english

Hello!

I am using Outlook 2000.

When I want to post new message my default keyboard layout
changes to english.
It cannot be changed back in fields To, CC, Subject.

Any ideas how to fix it?

Can you please inform me to my e-mail.
