How do I type the German letter "o" with tow dots above it?

"Insert", "Symbol". Look around. Should be a symbol under the font you are
using (there is a symbol under Times New Roman).

The quick answer is to press Ctrl+: (colon), release, then type o. For more,

"two dots" are called an umlaut.
