Normal template causing font problems

We are using Outlook 2003 and Windows XP. We have
modified the Normal.dot file to contain custom files for
our company. We did this in another company using Word 97
and 2000 and had no problems in Outlook. However, now in
Outlook 2003, when we send an email to someone who
doesn't have Word on as their email editor OR if we send
to someone who doesn't have our normal.dot installed in
their local profile, when that person replies, (as soon
as you hit the reply button) it changes the font to Times
New Roman. If you open the styles pane in Outlook it
shows that the Normal STYLE is actually Times New Roman,
even though in our Normal.dot file, the Normal Style is
actual in Arial. We've searched and searched and it seems
to be something to do with a header.htm file that gets
created. But we can't seem to fix it or get enough
information to know what the problem is. Help!!!
