Not able to create rules

I moved my mailbox file from my work laptop to my home
machine. On the laptop I used Microsoft Exchange and POP3
accounts, and all the mail was delivered to the mailbox
file. I will not use Exchange any more, so the only
accounts on the home machine are the POP3 ones.

When I moved the mailbox I deleted the old rules. I was
planning to create new rules on the home machine, but
every time I try I get the message that the rule cannot
be created because of the folder permissions.

How can I fix this?
