You could have bought FP 2003 since it doesn't use "server extensions 2003" it
uses the 2002 version of the S.E. - there's nothing new in FP2003 that requires
new server extensions.
OEM is "Original Equipment Manufacturer" - which usually indicates is is
"bundled" software sold usually with a significant hardware device - such as a
hard disk. e.g. if you buy a DVD-ROM player, you would get a software dvd
decoder player such as PowerDVD (OEM Version, not the Retail product). ......so in
this case Frontpage OEM has come with some hardware device (or in some instances
a new computer).
You'd be better using FP2003, or move to a host that fully supports whatever
features it offers.

OEM?
Any solid help (even Microsoft links) would be wonderful.

rather I pay them to host my websites.
Each week, I write ads for my clients as well as for myself, possibly my
wording sounded like an ad?
