Notes that stay on top

I have MS Outlook as part of Office XP (2002), and frequently use the note
function which look similar to yellow "sticky notes." Unfortunately, I don't
see any way that one can designate that the notes remain on top. That is
unfortnate. Is there something that can be done so that one can designate
that a note stays on top even if one is working on another application?

If you google for "post it notes software" several other options come up,
including one with Voice features.
