Notification icon reappears

I have Outlook 2000 SP-3. The little envelope icon that appears in the
system tray when I get a new message occasionally reappears even though I
have no new mail. I checked the deleted items folder to see if there was
something new there, but there were only messages I put in there - nothing
new. I don't want to disable the notification icon, but I don't want it to
notify me when there's nothing new either. Any ideas on why it's doing that
and how to stop it?

If you receive a new message and a rule moves it to another folder, for your
version of Outlook, the new mesage icon will still show you received the
message.
