I am very new at publisher and web uploading. I used Publisher to create my
web pages, I currently have a web site, do I have to delete the current
public.htm in order to upload the changes?

What version of Publisher are you using?

Is your current site that has the public.htm name built with Publisher or
another program? Are you sure you are not talking about a folder called
public.htm on your host server that contains your web files?
