Nubmering in MS Word 2003

I usually number my headings through defining each one of them as a
style. Now, when I use (format bullets and numbering) to restart the
numbering of some heading in a long document, the command is ignored.
Does anyone know how to go around this? Generally how can one keep
the numbering of his heading consistent through a long document?

You should not need to use this command if you have outline numbering set up
properly. See
