Numbered list formatting will not apply to the next item in the li

I cannot get the formatting to continue. I hit enter and it should continue
the list in the next line with appropriate heading/formating but it just add
a space and starts at the margin. For example:
He is what I start with:
I. This is what the list looks like, but I want to add an item between I and
II
II. Pre-existing item II

When I want to add to the list this is what should happen:
I. This is what should happen when adding to a list (hit enter)
II. added item
III. Prexisting item II.

This what actually happens:
I. This is what the list looks like, but I want to add an item between I and
II (hit enter)
(I get an added line here rather than the list continuing with II. and
bumping item below to III.)
II. Pre-existing item does not change to III.

If your numbered paragraph is in a Heading style, the "Style for following
paragraph" is defined by default as Normal. If you reapply the heading
style, you should get the number formatting you want.
