Odd HTML reformatting of bulleted lists

Hello,

I'm using Outlook 2003 with Word as email editor. When I write a bulleted
list, on Send sometimes the list gets transformed into normal paragraphs
that look like bulleted paragraphs but are not really bulleted paragraphs.

This means that when I open the message after it has been scheduled for
send, for example to make some corrections before actually sending it, or
after it has been sent, for example to make some changes and re-send the
it, the paragraphs are not bulleted paragraphs anymore. The bullet is just
a character and the space between the bullet and the text is made up of
some spaces in a very small font. When I hit enter at the end of the
paragraph, no new bulleted paragraph gets created.

Is there anything I can do to prevent bulleted paragraphs from getting
transformed into "normal", non-bulleted paragraphs with a bullet character
up front? Ideally, I'd like this to happen with all formatting I do to a
message: when I later re-open that sent message, I'd like to have it all
there the way I put it when I wrote it, without Word or Outlook changing
some of it without telling me.
