Office 2000 on Win XP PRO SP1 on NTFS. Organisation Chart Problem

I have got a machine with XP PRO SP1 on it (NTFS
partition). It came with Office XP, but I took it off
because the Organisation Chart is not as good as 2000.

Trying to put 2000 on is ok. Until, try to open the
organisation chart program (from within Word or
PowerPoint) from a normal user, it wont load. Get error
message "Unable to load MS Organisation Chart. Press f1
for help". If I press F1, it tells me I might be out of
memory. I know this is not true because it works fine
under the administrator. I have given the user full rights
to the C:\Program Files\Mircosoft Office directory.
