Office 2000 on Windows XP, error 1706

I've installed Office 2000 Professional on Windows XP Professional.
Afterwards I upgraded to Office 2000 SP3. Everything works fine until
a different user on the same machine tries to launch Office. The
different user has administrator privledges and gets "error 1706"
after Office tries to install SP1a (asks for the service pack and
origianl CD). The user already administrator privledges but I still
tried setting AllowLockdownMedia=1 in the registry, stil the same
problem. Microsoft's knowledge base offers no solution.

Any ideas? It's a major pain to run Office 2000 from a user account
that didn't originally install the program. Windows XP claims to be
backwards compatable with 2000 apps.
