Office 2003 format available to the public?

In the recent events in the Microsoft vs EU case, a newspaper says that
Office 2003 file formats are made available to all, royaltyfree and without
restrictions. This from a statement by MS.

Is this true? In that case; how do one get ahold of the format
specifications?
