Office 2003 install problem

I am trying to intall Office Prodessional 2003 and when I
try to intall I get the following message from Windows
Installer:

System administrator has set policies to prevent
installation.

Can anybody suggest how to correct this?
I would greatly appreciate any help you can offer.
