Office 2003 Research Task Pane

If I want to add an additional third party service to the
Research Task Pane, does the vendor need to have an
aggreement in place with Microsoft for us to add the
service to the Task Pane?

No. No agreement with Microsoft is required; simply add the direct URL to
the service.
