Office 2003 Setup asks about Non Existant previous versions

I've installed Office 2003 many times on many machines.

This time though on a freshly built PC with NO preexisting versions of
office it asks the following:

Do you wish to upgrade....and then choices to keep or remove previous
versions.

WHAT on earth would cause the installer to think there was a earlier
version?

Is this an anomoly?

I did have the office 2003 sp2 file on the desktop, can that have played a
part, but I've done that before though.

Any help appreciated
